What is inside: manifest.json with a service worker, popup.html, popup.js, background.js and icons. Rules stored locally and applied via the downloads API.
This download is a ZIP of the extension files plus the README. Unzip it, then load it unpacked in Chrome: open chrome://extensions, turn on Developer mode, click “Load unpacked”, and select the unzipped folder.

How do rules work?
When a download starts, the matching rule moves it into that folder inside Downloads.
What if no rule matches?
The file downloads normally to the default location.
